New Jersey Consumers Against Pet Shop Abuse (NJCAPSA) is a federally approved, all-volunteer non-profit 501(c)(3) consumer and companion animal advocacy organization working to raise public awareness about the connection between pet stores, puppy mills and pet shop consumer fraud. We are not a government agency or affiliated with one.
We help buyers with complaints against New Jersey and Pennsylvania pet shops, breeders and other pet dealers, including Internet sellers, puppy resellers and brokers, and inform consumers of their rights under the New Jersey puppy lemon law.
There is no charge for our services or educational materials, although donations of any amount are greatly appreciated and are fully tax deductible.
NJCAPSA handles more than just pet shop complaints!
We accept complaints on anyone selling puppies or dogs in New Jersey, including puppy brokers, backyard and show breeders, kennels, fake rescues and puppy mills and hoarders! Yes, NJ has puppy mills and scores of unlicensed dealers, many of whom pose as breeders. Please contact us if you encountered problems with anyone - we'll investigate and put you in touch with officials i.e. SPCAs, health departments, zoning officers, consumer affairs, the works!

Sick puppy complaint?
If you purchased a sick puppy from a pet store, breeder or broker, or even a fake rescue, our website provides most of the information and tools needed to pursue a complaint on your own. Should you need further assistance or advice, please fill out our complaint form or simply email us (no detailed complaints taken over the phone) and we will respond within 24 hours. We're here to help walk you through the complaint process and put you in touch with the proper enforcement agencies. We may need copies of your paperwork, i.e. sales contract, veterinarian's certification of unfitness, etc. in order to expedite your complaint.
Breeders: New Jersey's puppy lemon law includes you, too!
The Office of Consumer Protection updated the Notification of Consumer Rights forms to clarify the difference between pet shops and pet dealers. Currently, pet stores must reimburse consumers' veterinary expenses up to TWICE the purchase price whereas pet dealers (breeders and brokers) must reimburse up to the purchase price.
